我国现行规定,一般大中型和限额以上的项目从建设前期工作到建设,投产要经历以下几个阶段:项目建议书、可行性研究、基础设计、详细设计、招投标及施工阶段、竣工结算与后评价阶段。而设计单位主要承担项目建议书、可行性研究报告编制、基础设计、详细设计工作过程,这一过程就成了工程建设和投资控制的关键,是全过程造价控制的重点,对工程造价的影响高达75%以上,对最后的效用影响起决定性作用。这就迫使设计单位运用系统的思想,从全面的角度,对每一个方面的最优方案进行整体性的优化组合。最终给决策者提供一个能尽量实现项目利益相关各方满意的实施方案。下面笔者结合近年来的工作经验,就设计单位参与的项目造价管理的各个阶段遇到的问题阐述一下自己的观点及看法。
