面对世界性产业革命的机遇与挑战,把经济建设真正转移到依靠科技进步和提高劳动者素质的轨道上来,是发展工业、振兴经济的必由之路。金融如何支持科技进步就成为亟待研究解决的新课题。近几年惠州工业的发展,展示了科学技术对发展生产力的无比威力,也给金融支持科技进步,促进工业发展带来了有益的启示。笔者根据惠州工业发展的状况,从理论与实践结合上来试论金融如何支持科技兴工。一、“惠州现象”反映了科学技术是第一生产力改革开放的春风,焕发了古城惠州的青春,它发挥地理人缘等优势,从二十多个国家和地区引进技术、人才、资金和管理方法,兴办了三千多家“三来一补”和“三资”企业,引进330多条生产线和6万多台(套)生产设备,约40%左右达到国际80年代先进水平,有的达到90年代先进水平。该市依靠科技进步,采用新技术、新工艺、新材料,开发了三百多种新产品,二千八百多个新花色品种,发展电子、石化、汽 Faced with the opportunities and challenges of the worldwide industrial revolution and truly transferring economic construction to the track of relying on scientific and technological progress and improving the quality of workers, it is the only way to develop industry and rejuvenate the economy. How finance can support the progress of science and technology has become a new topic that needs to be studied and solved urgently. The development of Huizhou industry in recent years has demonstrated the incomparable power of science and technology in developing productive forces and also brought enlightenment to the financial support for scientific and technological progress and the promotion of industrial development. According to the situation of industrial development in Huizhou, the author tries to discuss how finance can support the development of science and technology from the combination of theory and practice. First, “Huizhou Phenomenon” reflects that science and technology are the spring breeze of reform and opening up of the first productive forces and rejuvenated the youth in the ancient city of Huizhou. It has taken advantage of such advantages as geography and popularity and has introduced technologies, talents, funds and management methods from more than 20 countries and regions More than 3,000 “three to one subsidy” and “three-capital” enterprises have been set up. More than 330 production lines and more than 60,000 sets of production equipment have been introduced.
