权力是保证组织行为实施的一种手段。被组织者出于组织角色的考虑,需要服从上级或组织的命令;但是被组织者并不是盲目地消极服从,在一个组织行为实施中,一旦它违背了组织目标或者与社会利益相冲突时,组织人员并没有完全服从的义务。此外,当组织权力和被组织者权利二者相悖时,孰是孰非的问题还要是看二者谁之合理,在二者都具有合理性时,应该根据权力至上原则舍权利而就权力,但根据公平原则,应该给被损害方以补偿。
