2007年中国提交加入WTO《政府采购协议》的首份出价,经过与参加方的多轮谈判,至今已提交了6份出价,但谈判仍未结束。对于参加方而言,中国蕴含着巨大的政府采购市场;对于中国而言,GPA意味着可以开拓的国际政府采购市场。政府采购具有节约政府支出和实现政策目标的功效,加入GPA是事关国家利益的重要问题,因此谈判历时9年之久,中国和参加方都未轻易妥协。本文梳理了中国6份出价和谈判焦点,从国家利益的角度对中国加入GPA谈判做出分析。
In 2007, China submitted its first bid for the “Government Procurement Agreement” to China’s WTO accession. After several rounds of negotiations with the participating parties, six bids have been submitted so far, but the negotiations have not yet ended. For participants, China has a huge government procurement market; for China, GPA means a pioneering international government procurement market. Government procurement has the effect of saving government expenditure and achieving the policy goals. Joining the GPA is an important issue concerning national interests. Therefore, the negotiations lasted nine years and neither China nor the parties involved easily compromised. This article reviews six Chinese bids and negotiations and analyzes China’s accession to the GPA from a national interest perspective.
