The reason for the strained relations between the party and the masses in the rural areas and between the cadres and the masses is very complicated. Both historic and practical reasons are the result of the long-term development of many contradictions in politics, economy and society. The main task should be to develop the economy, improve the distribution system and reduce the peasants’ burden; to expand grassroots democracy and gradually implement the “quasi-autonomy” of villages and towns; and to strengthen the capacity of social integration.
