人力资本理论的渊源可以追溯到现代意义的经济学创立之初。人力资本这一概念的内涵主要在于:一是,人力资本体现在人的身上,表现为人的知识、技能、经验和技术熟练程度等等,总之表示位人的能力和素质;二是,人力资本是通过人力投资而获得的;三是,人力资本作为一种资本形式,个人及社会对其所进行的投资都必然会产生收益,实现价值增值。本文在分析政府公务员职业特性的基础上,认为政府公务员的知识、能力和素质是一类重要的人力资本,“政府人力资本”这一概念是具有合理性的。
The origins of human capital theory can be traced back to the beginning of modern economics.
