Of the 140,000 commercial, catering, service and repair outlets dotted with streets and alleys, there are over 110,000 individual businesses, accounting for 80%. The daily life of Beijing citizens can not be separated from self-employed people. According to the Beijing Association of Individual Laborers, in 1978 before the reform, there were only 259 self-employed persons in Beijing, which had almost no effect on the life of citizens
