民初至1922年“壬戌学制”颁行前仍沿袭前清师范教育独立设置的特性,民初政府欲从保证师范生在校待遇、提高从教薪资、加大政府投入等方面推进师范教育的发展,但因各方面原因成效不大,从而呈现治标不治本、环环未相扣与统筹无兼顾等问题。这些问题在当下推行免费师范生教育进程中亦不同程度存在,因此对其进行探究,以期对现今教育改革提供借鉴和启示。
