医药费用过快增长是多年来困扰政府和卫生主管部门的焦点问题之一,青岛市1983年~1993年医药费用年平均增长率为25.31%,1995年高达44%,超出国民生产总值(GNP)增长率(含通货膨胀率)约22个百分点;超出当年物价指数约28个百分点.可见,医疗费这快增长给社会经济带来的压力.同时,如何有效控制医药费用过快增长,促使医疗卫生事业与社会经济同步协调发展,已成为政府及卫生行政部门的当务之急.因此,青岛市卫生局会同市物价、财政等部门学习借鉴了上海、大连的经验,结合我市的具体情况制定了我市医药费用“总量控制、结构调整”改革方案,于1996年3月20日正式启动.到1997年止,全市已有142所医院实施了这项改革.

Therefore, the Qingdao Municipal Health Bureau, together with the city’s price and finance departments, learned from the experiences of Shanghai and Dalian, and formulated the specific conditions of the city. The reform plan for the “total quantity control and structural adjustment” of medical expenses in our city was formally launched on March 20, 1996. By the end of 1997, 142 hospitals in the city had implemented this reform.
