以今年7月下旬丹麦马士基集团和英国铁行集团共同投资中国青岛前湾码头为标志,开始了外资大规模投资国内港口业的热潮。港口是中国基础设施中最早对外资放开的领域,一直以来,中国政府鼓励中外合资建设并经营公用港口码头,但限定外资比例不得超过总额的50%。然而中国最新实施的《外商投资产业指导目录》打破了这一限制,允许外商在港口建设中控股、甚至独资,并欢迎任何其他投资方式。
In late July this year, Danish Maersk Group and the British Rail Group co-investment in Qingdao, China Qianwan Terminal marked the beginning of a large-scale foreign investment in domestic port industry upsurge. As the earliest opening to foreign investment in China’s infrastructure, the port has long been encouraging Chinese-foreign joint ventures to construct and operate public port terminals. However, the limited foreign investment should not exceed 50% of the total. However, the newly implemented “Guiding Catalog of Foreign Investment Industries” broke the restriction by allowing foreign investors to hold even wholly-owned foreign investment in the port and welcomed any other forms of investment.
