企业资源计划系统,简称ERP,是指建立在信息技术上,以系统化的管理思想为企业决策层及员工提供决策运行手段的管理平台。其体现的管理思想为:业务流程管理思想,标准化思想,全面质量管理思想,供应链思想,绩效评估和持续改善。政府所具有的服务性应是内生的,从内生的观点来理解服务型政府的内涵来说,ERP思想完全适用于行政管理体制改革中的服务型政府建设:业务流程管理思想——全面推进政务公开;标准化思想——加快推进电子政务;全面质量管理思想——全面建立高效政务服务体系;供应链思想——转变政府职能;绩效评估和持续改善——开展政府绩效评估,提高政府公共服务水平。
Enterprise Resource Planning System, or ERP for short, refers to a management platform based on information technology and systematic management thinking that provides decision-making tools to business decision-makers and employees.
