建于黄河干流上的三门峡水库,是一座非常特殊的大坝。它自规划建设之日起就备惹争议,并屡经改建。它是新中国成立后,在黄河干流上修建的第一座大型水利枢纽,曾对下游的防洪、防凌、减淤、灌溉、发电、航运等发挥了一定的作用。但是,建成之后不久就引发潼关高程抬升,水淹八百里秦川的祸端。2003年8月,陕西渭河一场流量仅为五年一遇的中常洪水,却达到1981年以来最高水位,并导致严重的洪涝灾害。因而社会上广泛流传着“渭河洪灾祸起三门”的说法。三门峡水利枢纽再次受到人们的高度关注。
The Sanmenxia Reservoir, built on the main stream of the Yellow River, is a very special dam. It has been controversial since its construction and planning and has been repeatedly renovated. It was the first large-scale water project to be constructed on the main stream of the Yellow River since the founding of People’s Republic of China, and has played a certain role in flood control, anti-flood, siltation reduction, irrigation, power generation and shipping in the downstream. However, soon after the completion of the project, the elevation of Tongguan was raised and the flooding of eight hundred li in the Qinchuan area was disastrous. In August 2003, a flood in the Weihe River, Shaanxi Province, with only a one-year flux, hit its highest level since 1981 and caused severe flooding. Thus widely circulated in society, “Weihe flood disaster from three” argument. Sanmenxia Water Control Project once again by the people’s attention.
