梯级电站的生态保护涉及到优化调度、累积影响的问题,在讨论如何实现生态流的问题上,比单体大坝需要更长的时间、面对更为复杂的系统。做好梯级电站的生态调度工作,我们需要建立更长期的水生生态系统监测,做好更深入的物种研究,理解生态系统,才能说出来在哪些时间段、哪些地点,哪些物种最为敏感,它们有什么样的具体需求,然后充分尊重这些需求,与其他经济目标相比,能够平等甚至优先地对待这些生态目标。
