高校学报的学术质量评估和评比的含义是不同的。评估只以学术水平计分,不考虑学校的科研投入和稿件外流的影响。评比则是在评估的基础上,适当考虑这些影响而进行的一种修正。校之评估,评比合理性更大一些。本文就评估内容提出了一个方案,建议按理、工、农、医、师五类分组评,少考虑管理(审编)因素。又提出了学报学术质量效率及其相对偏差的概念,据以按双曲线函数对评估值进行修正,从而得出评比分。
The academic quality assessment and evaluation of college journals have different meanings. The assessment is based on academic standards only and does not consider the impact of the school’s scientific input and the outflow of manuscripts. Appraisal is based on the assessment, with due consideration to these effects and make a correction. School assessment, more reasonable rationality. In this paper, a proposal is put forward on the content of the assessment. It is suggested that the management (auditing) factor should be less considered in the five categories of management according to theory, industry, agriculture, medicine and division. Also put forward the concept of academic quality efficiency and relative deviation, according to the hyperbolic function of the assessment value to be amended, and thus come to score.
