以简化栽培、优化生产用工，提高劳动生产率为目标，通过对烤烟生产各项新技术的组装配套和示范应用，结果表明：实施“简工计划”可以将烤烟生产用工由原来的５３工日／亩减少到２４．７５工日／亩，减工效应达十分显著水平。灰色关联度分析表明：新技术投入与亩纯收益的关联度最大（０．７６８９）。在各项生产投入中，技术投入最重要。“简工计划”的应用不仅减少了烟叶生产用工，而且有效提高了劳动生产率和生产效益，每亩减少用工投入２１７元，平均每个劳动日值较对照提高１８２．７５％。
