针对我国初始水权分配的研究多处于一次分配,少有对其进行优化后二次分配的现状,将多目标优化原理引入初始水权分配中进行分配方案的优化研究。以承德市为例,先采用层次分析法在一定原则的指导下对该地区的水权进行一次分配;再在社会效益、经济效益及生态效益目标的指导下对水权的一次分配方案进行优化,从而获得优化后的初始水权分配方案。采用科学的方法将优化后初始水权的分配方案与优化前进行对比分析,结果表明优化后的分配方案较优化前在社会效益、经济效益及生态效益方面有较大提升,这为承德市未来用水提供了定量指导,并激励各用水主体自主节水。
The research on the distribution of initial water rights in our country is mostly in one distribution and few in the second distribution after optimization. The multi-objective optimization principle is introduced into the initial distribution of water rights to optimize the distribution plan. Taking Chengde City as an example, AHP analyzes distribution of water rights in the area under the guidance of certain principles first, and then optimizes the allocation of water rights under the guidance of social, economic and ecological benefits , So as to obtain the optimized initial water rights allocation plan. The scientific method is used to compare the optimal initial water right allocation plan with that before optimization. The results show that the optimized distribution plan has a great improvement in social benefits, economic benefits and ecological benefits before the optimization, which is the future of Chengde Water provides quantitative guidance and encourages water users to save water on their own.
