建立政府部门责任清单,是党中央、国务院部署的重大改革任务,是推进行政权力清单制度的重要内容,有利于推进政府治理体系和治理能力现代化。经过各级各部门共同努力,全省各级政府部门责任清单于今年7月底前如期公布。笔者认为,发挥政府部门责任清单的作用应重点在“三个结合”上下功夫: Establishing a list of responsibilities of government departments is a major reform task to be deployed by the Party Central Committee and the State Council and is an important part of promoting the system of administrative power lists. It is conducive to promoting the government administration system and the modernization of governance capabilities. The author believes that the role of government departments to play a role list should focus on “three combinations ” work hard:
