改革开放的新形势,给县级档案行政管理部门提出了新的课题和要求。我们认为,县级档案行政管理部门目前迫切需要研究和解决的一个重要课题,就是如何加强对基层档案工作的宏观管理和指导,进一步贯彻落实《档案法》,开创档案工作的新局面。所谓宏观管理,宏观指导,是指各级档案行政管理部门对本行政区域内的档案事业、档案工作从路线方针上,从政策和战略上,实行统一领导、统一规划和统一部署。具体地说,就是对档案工作的管理体制、管理制度、人才培训、宣传教育、对档案工作的各项基础工作、利用工作、研究工作,进行宏观的调控和把握、监督和指导。我们认为,县级档案行政管理部门应该变革传统的观念,变革以往的指导思想和指导方法,坚定不移地贯彻以宏观管理为主的方针,实行宏观管理为主,微观管理为辅,宏观指导与微观指导相结合。这是因为: 一、实行宏观管理为主是《档案法》赋予县级档案行政管理部门的职责和任务 The new situation of reform and opening up to the county-level archives administrative departments put forward new issues and requirements.
