“工作执法一网考”由工作绩效自动考、执法质量全程考和督察监察全面考组成,形成“三考合一”。系统利用层次分析法构建不同层次的综合考核模型,同时利用规则驱动原理研发可定制的考核工具,解决了不同考核需求的适应性和灵活性的问题;利用量化描述原则构建考核指标体系和基于数理统计的考核指标量化算法,解决了考核结果能准确、全面、客观反映民警实际工作绩效的问题;利用多种新技术自主研发三大核心平台,解决了考核的实时、自动、易扩展和可持续发展的问题。“一网考”在促进警力内涵式增长,提升广东公安工作和信息化建设应用水平等方面取得了显著的社会效益,有力地促进实现了广东社会治安的持续好转。
