联合是我国传统施工企业转型升级、融入国际建筑市场主流的必由之路。建立“紧密合作、优势互补、利益共享、风险共担”的项目运行机制,是实现紧密联合的有效途径。当前,国际工程项目日趋大型化和复杂化,设计、采购、施工一体化(EPC)项目和项目管理总承包(PMC)项目逐步成为主流。为适应这一发展变化,国内施工企业采取不同形式与国内国际的上下游企业联合——“拼船出海”。近年来,水电八局有限公司先后与水电十二局有限公司联合承建了印度尼西亚亚齐火电、委内瑞拉新中心电厂等项目;与
