书院乡共有32000人,东西狭长25km,南北不到2km,紧靠市区,卫生院孤单单的不靠村庄和单位.在院职工44人,离退休14人,在职职工大多数是青年人,由于工作时间短,临床经验少,技术水平低,缺乏开创业务的能力.再是特殊的地理位置,当时的社会背景,1986年挂出了传染病院的牌子.目前基本条件差,治疗水平低,医院没优势,加之群众对传染病有恐惧感,造成综合病人亦日趋减少,业务一直开展不好.到去年6月把周转资金和药品全部都抵销后,还有20多万元欠款.造成工资发不出,药品进不来,卫生院面临严峻考验.针对上述困境乡党委政府和卫生局及时调整了领导班子,经正确领导、耐心启发和大力扶持.卫生院的干部和职工坚定了战胜困难搞好医院的信念.我们首先从强化管理入手,制定完善了各种规章制度、劳动纪律和奖惩办法.在强化管理的基础上采取了三项新举措.
There are 32,000 people in Shuyuan Township, 25km long and narrow, and less than 2km long from the north to the south. They are close to the urban area. The current basic conditions are poor, the treatment is low, The hospital did not have an advantage, coupled with the fear of infectious diseases among the general population, resulting in an overall decrease in the number of patients, and the business continued to develop poorly. After liquidating the funds and drugs in June last year, they all cancelled more than 200,000 yuan. As a result of the failure to pay wages and the inaccessibility of medicines, the hospitals are facing a severe test. In response to the above-mentioned difficulties, the township party committee’s government and the Health Bureau have timely adjusted the leadership team, and they have been properly led, patiently inspired, and vigorously supported. The hospital officials and employees have been determined. To overcome the difficulties and make a good faith in hospitals, we first started with strengthening management, formulated and improved various rules and regulations, labor disciplines, and rewards and penalties. We adopted three new measures on the basis of strengthening management.
