在工业文明提供便捷的同时其所带来的生态风险也在不断的加剧:当下以雾霾为代表的大气问题就是其最为直接的表现。雾霾问题之所以能够引起如此波澜,除去公众对雾霾这种“超自然”现象的“好奇”之外,更多的可能是对自身生存风险的“恐惧”。现行的大气防治法作为社会规制大气风险的主要规范目前却存在着时空、信息以及权责上的不对称性,使其在现实中无法承受大气污染风险防治之重。此刻正值大气防治法修改之际,若从风险规制的视角下利用系统论、信息论和控制论的方法解决其时空、信息和权责上的问题,定会使大气污染防治更为科学化和系统化。并且在大数据时代背景下,应该借助大数据力量,提升社会各方对大气污染协同共治的意识与能力,从而推动形成“云在算,人在动”的大气污染科学防治管理与积极有效治理的良好局面。
