近几年,国民经济发展很快,要求铁路承担物资运输越来越多,商品经济的发展,人员交往频繁,铁路运输能力难以适应形势发展的需要。一方面乘车难、运货难,怨声重重;另一方面高负荷、高磨耗,事故累累。“八五”时期如果对南北新通道建设仍旧停停打打,必将导致国民经济停滞和瘫痪的危险。进入八十年代,国家把交通运输建设列为重点,在铁路基本建设方面也花了不少钱。由于铁路建设造价越来越高,1986—1988年三年投入运营的新线仅800多公里,而且多系东西向。这种违反主要货流方向的决策,从时间上又加剧了南北运输的紧张。

This policy of violating the direction of the main flow of goods has exacerbated the tension between North and South transport in time.
