行政学如何中国化 ,是中国行政学发展的根本性问题。这就涉及到对行政学基本理论的思考和深入研究 ,其中行政哲学研究的薄弱已经成为中国行政学进一步发展的“瓶颈”。加强行政哲学探讨、强化行政学理论研究 ,已经成为彰显行政学学科独立品格的关键所在。《中国行政管理》一直关注着行政哲学研究的进展 ,并开辟专门栏目邀请相关专家进行探讨。本期CPA专栏中特推出《行政哲学》专栏 ,对有关问题进行探讨。虽然学者观点各异 ,但我们愿以此来推动研究的展开和深入 ,引发学者的进一步思考。何颖教授的文章对行政哲学的内涵进行界定后 ,进一步分析了行政哲学与哲学、行政学之间的关系。文章认为 ,行政哲学的定位需要从层次、性质两个角度考虑 ,这也相应地决定了行政哲学的限域。乔耀章教授提出了行政学的中国化问题 ,他认为在行政学中国化过程中 ,应当从行政哲学入手。行政哲学直面的是行政理论、行政实践和行政实际 ,这些层面体现出行政哲学在行政学中国化过程中的反思、批判和创新的功能。幸强国教授认为行政哲学是在行政实践的背景下对行政目的、行政伦理和行政决策的理性思考。文章着重诠释行政哲学的实践定义 ,指出了行政哲学的实践定义所关注的基本问题。唐克军博士指出 ,行政公正即是以公共利益为依据 ,以保障个人的基本权利为前提 ,均衡各种利益的过程和结果。这种理念以权利为基础 ,它否定了我国传统的义务趋向的行政 ,为我国推行服务型政府和参与型行政奠定了观念基础 How to make administration science in China is the fundamental problem of the development of administration in China. This involves thinking and in-depth study of the basic theory of administrative science, of which the weakness of administrative philosophy has become the “bottleneck” of the further development of Chinese administrative science. Professor Xing Qianguo holds that administrative philosophy is a rational consideration of administrative purposes, administrative ethics and administrative decisions in the context of administrative practice. The article focuses on the interpretation of the administrative philosophy of the definition of practice, pointed out that the practice of administrative philosophy, the basic issues of concern. Dr. Tang Kejun pointed out that administrative justice is based on the public interest and on the premise of safeguarding the basic rights of individuals, we should balance the process and results of various interests. This concept, based on rights, has denied the administrative tendency of our traditional obligations and lays the foundations for our country to promote a service-oriented government and participatory administration
