目前国外矿业界已经普遍采用保证金制度确保矿区土地的复垦,各国尤其是美国的经验已经证明,担保是确保复垦的一种有效合理的方式。我国矿业界自20世纪90年代末开始,也在实践中摸索建立了矿区土地复垦保证金制度。截至2007年底,实行矿区土地复垦保证金制度的省(区、市)已达20个。 At present, the overseas mining circles have generally adopted the deposit system to ensure the reclamation of mining land.
