中共中央关于加强党的执政能力建设的决定中指出,要解放和发展文化生产力。这就明确告诉我们,文化不仅是一种意识形态,而且对发展生产力起着能动的、本质的、有机的作用。世界石化行业的竞争正向着多形态、高能级的态势发展。新的竞争态势的形成,对企业把握先进文化的前进方向,在企业经营管理中充分发挥企业文化的作用,提出了更高的要求。如何以前瞻性的角度去思考将文化力与生产力紧密结合起来,在战略上形成新的竞争态势,是上海石化企业文化建设在新的更高的起点上面临的一个重要课题。
