卡尔巴斯曼水库建于1974年,是一座小(I)型引水注入式平原水库,水库迎水面无防浪设施,水位变化范围内的大部分坝面已被风浪剥蚀破坏,整个水库渗漏损失严重,大坝的渗流稳定不安全。为使水库运行的安全得到保障,使水库工程效益得到最大程度的发挥,急需做好水库的除险加固工作。除险加固措施为坝前护坡采用现浇砼板防浪,坝体采用斜铺土工膜,坝基采用深层搅拌桩防渗,使坝体坝基形成一个防渗整体。有效降低渗漏损失。
