过去10年,我国发电市场的改革 大致经历了3个阶段: 1997年,在原国家计委领导下中 国第一个规范的电力BOT项目--广 西来宾B电厂经过近两年的运作正式 开工建设,标志着我国在发电市场准入 环节引入竞争的试点取得了成功。1998 年初,新疆自治区政府聘请大岳咨询有 限公司作顾问,拟借鉴来宾B模式建设 托克逊电厂,在经过半年多前期工作且 大部分项目条件落实后,却因电力市场 逆转而中止,同期国内很多拟建发电项 目也都停止。
