对于建筑企业来说,其产品的造价和质量是不言而喻的竞争焦点。我国建筑业竞争的途径是不断发育的招投标市场。然而,招投标市场目前达到的水平更多的是预算工程量的竞争。由于预算定额在一定范围内(省内)是统一的,这意味着价格基本上是固定的。可见,政府部门没有给企业在价格上创造一个发达健全的市场竞争条件。当然这还包括健全法规、打破市场壁垒、强化管理手段、建立统一的生产资料和劳务市场等等。笔者拟就在有计划商品经济条件下建筑工程价格管理改革问题谈些看法。
For construction companies, the cost and quality of their products is a self-evident competition. The way to compete in the construction industry in China is the constantly growing bidding market. However, the current level reached in the tendering and bidding market is more of a competition for budgetary projects. Since the budget quota is uniform within a certain range (in the province), it means that the price is basically fixed. It can be seen that government agencies have not given companies a well-developed market competition condition on prices. Of course, this also includes improving laws and regulations, breaking market barriers, strengthening management measures, establishing a unified production information and labor market, and so on. The author intends to discuss some issues regarding the reform of price management of construction projects under the conditions of a planned commodity economy.
