国家治理是的目标是善治.善治的内涵包括了责任性、透明性、有效性、参与性几个方面的内容,党的十八届三种全会以来,我国国家治理的目标导向与善治的内涵是一致的,即强调受托责任、透明性、有效性、共同治理和民主参与.政府预算是国家治理的基础和支柱.传统的预算监督存在由于问责制的缺失而导致的受托责任履行不到位,由于信息披露不足导致的预算不够透明,绩效考评不到位导致的有效性不足,以及人大、审计、财政监察、社会监督等多方面没有形成合力等突出问题,这与国家治理的善治目标是相违背的.国家治理的目标决定了政府预算监督的未来改革方向与价值诉求,即强调预算问责,逐步实现预算信息公开,通过绩效预算进行考核,加强预算监督主体制度建设.
