农药生产登记后置的制度安排,正如同潘多拉魔盒被打开一样,会产生恶劣的难以控制的后果。一项决定引发的争议近日国务院下发了《国务院关于取消和调整一批行政审批项目等事项的决定》,取消和下放90项行政审批项目,将21项工商登记前置审批事项改为后置审批,保留34项工商登记前置审批事项。其中影响最大的是:开办农药生产企业审批由前置审批改为后置审批项目。这就导致农药生产成为典型的“先上车再补票,实际甚至不需要补票”的行当。
