人事档案是反映个人经历、思想品德、个性特点、专长爱好等情况的原始记录,真实地反映了一个人的客观面貌,是人事部门发现人才、使用人才和管理人才的重要依据。但随着市场经济的建立和发展,由于人事档案存在自身质量不高、管理不善以及传统人事档案制度不适应新时期要求的问题,提出了提高档案工作人员素质、拓宽编研范围、加强人事档案的收集工作、适度公开人事档案、努力实现人事档案信息化建设等方面的具体措施,从而提高人事档案的开发利用效率,满足社会主义现代化建设的需要。
