我国的集团消费长期来呈非规范运动,形成了“膨胀——压缩——再膨胀——再压缩”的集团消费管理“怪圈”。国家对集团消费的管理局限于被动、静止的行政控制办法,未形成灵活的调节机制和法律机制。实现集团消费的法律调整应尽快制定《集团消费管理条例》。通过集团内部制度建设,使集团消费与集团中的领导者和个人的责、权、利联系起来,使其自觉进行合理的集团消费。
Consumption of our group has long been a non-standard movement, forming a “cycle of expansion - compression - re-expansion - re-compression,” the group of consumer management “cycle.” The state’s management of group consumption is limited to passive and static administrative control measures, and no flexible regulatory mechanism and legal mechanism have been formed. The legal adjustment of group consumption should be formulated as soon as possible “group consumption management regulations.” Through the construction of the internal system of the group, the consumption of the group is linked with the responsibilities, rights and benefits of the leaders and individuals in the group so that they can conscientiously conduct reasonable group consumption.
