十多年来,国有企业改革从各种形式的责任制、承包制、租赁制、股份制直至当今的现代企业制度的试点,作了大量的探索,确已取得许多宝贵经验和巨大成绩。但是,国有企业大面积亏损的局面井未得到有效的控制,大约有三分之二的国有企业仍然处在停产、半停产状态,严重制约着公有制经济的发展和社会的稳定。有效解决这个问题,刻不容缓。当然,问题的原因是多方面的。本文仅就国有企业改革的几个矛盾问题进行分析,提出正确解决矛盾的一些思路,供有关部门参考。
For more than a decade, state-owned enterprise reform has made extensive explorations from various forms of responsibility, contracting, lease, and shareholding systems to today’s modern enterprise system pilot projects. Indeed, it has achieved many valuable experiences and great achievements. However, the situation of the large-scale loss of state-owned enterprises has not been effectively controlled, and about two-thirds of the state-owned enterprises are still in the state of suspension of production and semi-discontinued production, which seriously restricts the development of the public economy and social stability. To solve this problem effectively, no delay. Of course, the reasons for the problem are many. This article only analyzes several contradictory problems in the reform of state-owned enterprises and puts forward some ideas for correctly resolving contradictions for reference by relevant departments.
