1 运用现代组织学组织变革理论回顾分析10年卫生改革对过去十几年来的卫生改革如何评价,议论颇多。笔者认为,需要摆脱就事论事的分析方法,从“组织变革模式”角度对10年改革加以分析。现代组织学是社会学、人类学、心理学与管理科学的交叉学科。古典组织学主要是研究企业经营管理中如何有效地运用组织中的人力、物力,发挥组织作用。70年代后期,国外已经将现代组织结构理论进一步引入社会经济结构的研究,即对整个社会政治经济体制的研究。运用现代组织学研究卫生改革,首先要从“组织变革”角度,对10年卫生改革加以分析研究。“组织变革”指微观组织结构和宏观组织结构的改革。西方不同学派从不同角度,提出了多种模式。
1 Using the theory of organizational change in modern histology to review and analyze how health reforms in the past decade have been evaluated in the past decade, there have been many discussions. The author believes that it is necessary to get rid of the analysis method of the deliberation and to analyze the 10-year reform from the perspective of “organizational reform model”. Modern histology is an interdisciplinary discipline of sociology, anthropology, psychology, and management science. Classical histology is mainly to study how to effectively use the human and material resources in the organization’s business management, and to play an organizational role. In the late 1970s, foreign countries have further introduced the theory of modern organizational structure into the study of socio-economic structure, that is, the study of the entire social political and economic system. To use modern histology to study health reforms, we must first analyze and study the 10-year health reform from the perspective of “organizational change”. “Organizational change” refers to the reform of the micro-organizational structure and macro-organizational structure. Different schools in the West have proposed various models from different perspectives.
