现有文献主要从区域、产业和企业等层面探讨技术创新效率评价方法。本文针对建设工程项目独特性和创新性特点,分别从工程过程管理和组织行为视角分析技术创新影响因素,确定效率评价的构成要素,运用系统动力学构建技术创新能力动态模型。同时,将动态模型与DEA算法结合,完整给出建设工程项目的技术创新效率评价方法。同时,以8个项目进行案例分析,得到各项目技术创新效率值及排序;并选取3个关键要素进行敏感性分析,结果表明提高专利工法申请量是提升效率的最有效途径。研究成果将为管理者提升项目管理绩效提供方法依据。
The existing literature mainly discusses the evaluation methods of technological innovation efficiency from the aspects of region, industry and enterprise. In this paper, according to the uniqueness and innovative characteristics of construction projects, the influencing factors of technological innovation are analyzed respectively from the perspective of engineering process management and organizational behavior, the components of efficiency evaluation are determined, and the dynamic model of technological innovation capability is constructed using system dynamics. At the same time, the dynamic model and DEA algorithm are combined to give a complete evaluation of the technical innovation efficiency of construction projects. At the same time, case analysis is carried out on eight projects to get the efficiency and ranking of technological innovation of each project. Three key elements are selected for sensitivity analysis. The results show that increasing the number of patent applications is the most effective way to improve efficiency. The research results will provide the basis for managers to improve project management performance.
