近年来,山东黄河工程局面向社会承揽工程,在实施项目法管理的前提下,先后采用了工作队式、部门控制式、事业部式等管理组织形式,优质高效地完成了施工任务,取得了较好的经济效益和社会效益。实践证明,依据工程规模、工期要求、质量标准等工程要素,结合企业自身特点和施工队伍的技术素质,选用强有力的项目管理组织模式,是搞好施工管理的关键因素之一。
