本局在原清管局的基础上,为适应业务发展,便于领导的专一,进一步作好公产管理工作,本精简原则于五○年二月初旬成立的。根据工作需要,进行机构组织的健全和人力配备的补充;除加强本局各科的组织外,按公产分布情况,在主要区里设置了九个民用公产管理所和三个公用公产管理所,加强公产管理的实际工作;修建工作方面:组织了直辖的工程队,作为领导临时工人的骨干、和进行零星工程的直接修理,以节省修建费。八月间奉府令:将民用公产经管收租工作,移交由区公所领导办理后,我局对该项工作变为业务指导,专门进行原则性的章则、办法、制度、计划的拟定和问题的处理;以及租金收入的掌握和房屋的修建工作。
