有这样一个寓言:在一个中世纪的小镇上,许多家庭都有自己的羊群,人们靠出卖羊毛和羊肉维持生活。所有的羊都到小镇周围的草场上吃草,那块很大的草场是镇上的共有地,居民们到那里去牧羊不需要支付任何费用。起初,镇上每一个人都是幸福的。随着时光的流逝,镇上的人口不断地增加,到那片共有的草场上吃草的羊也在增加,公共草场逐渐失去自我养护的能力,终于变得寸草不生了,牧羊活动无以为继,曾经繁荣一时的羊毛和羊肉业也就破产了。所有的家庭因而失去了生活来源,人们只得背井离乡。这个寓言称作共有地的悲剧。不知人们是否已经意识到,这寓言里的悲剧已来到了现实中。近几年来的冬春季节,一场场袭扰北方广大地区的沙尘暴不断地向国人敲起警钟——我们的生存环境正在持续恶化。沙尘暴已从上个世纪50年代的5次增加到90年代的23次,在2000年一年中就发生了12次。2001年5月20日
There is a parable: In a medieval town, many families have their own flocks, people by selling wool and mutton to survive. All the sheep graze on pastures around the town. The large pasture is common to the town, and residents go there without any fee. At first, everyone in the town was happy. As time goes on, the town’s population continues to increase, the number of sheep grazing to that common grassland is also increasing, and the public grassland gradually loses its ability to self-care. At last, it becomes overhurried and the shepherd’s activities are unsustainable. The once flourishing wool and mutton industry went bankrupt. As a result, all families have lost their source of life and people have to leave their homes. This parable is called a common tragedy. I do not know whether people have realized that the tragedy in this fable has come to reality. In the winter and spring seasons in recent years, a sandstorm hit and harassed the vast areas in the north continually rattles the people - and our living environment is deteriorating. Sandstorms have risen from five in the 1950s to 23 in the 1990s, 12 in the year 2000. May 20, 2001
