以2007—2013年中国30个省、直辖市和自治区为样本,在测算了样本地区工商业对居民的电价交叉补贴额的同时,从经济、资源和生态三个维度构建了反映地区社会总福利水平指标体系且对其进行测度,进而设计动态面板数据模型,分别从全国和分地区两个层面实证评估了电价交叉补贴政策的社会福利效应。结果表明,从全国层面来看,电价交叉补贴政策能显著改善经济福利和生态福利,但不影响社会总福利及其资源福利;进一步地,从分地区样本来看,东部地区电价交叉补贴政策能显著改善该地区生态福利,而中西部地区电价交叉补贴政策能显著改善该地区社会总福利及其资源福利。
Taking the sample of 30 provinces, municipalities and autonomous regions in China from 2007 to 2013 as samples, this paper estimates the cross-subsidies of electricity between residents and industry in the sample area and constructs the indicators that reflect the overall level of social welfare in the region from three dimensions of economy, resources and ecology System and measure it, and then design a dynamic panel data model to evaluate the social welfare effect of the cross subsidy policy of electricity price from the national and sub-regional levels respectively. The results show that from the national level, the cross subsidy policy can significantly improve economic welfare and ecological welfare, but does not affect the total welfare of the community and its resources and benefits; further, from the sub-regional sample, the cross-subsidy policy of the eastern region can Significantly improve the ecological welfare in the area, while the cross-subsidization policy of electricity price in the central and western regions can significantly improve the total social welfare and resource benefits in the area.
