本文首先从产权与所有权的辨析开始,讨论了产权管制概念体系的内涵和外延,区分了它和产权歧视、契约治理及权利排他性之间的差异。在此基础上,本文推导出一个“产权管制一公共领域一租金耗散”的经济学理论范式。这个范式认为,由于产权管制导致资源置于公共领域,最终会使其中的租金价值在边际上下降为零。租金耗散是一种非生产性活动的结果,因而对经济总产出水平会产生负面影响。
This article begins with the analysis of property rights and ownership, discusses the connotation and denotation of the concept system of property rights control, and distinguishes the differences between it and property rights discrimination, contractual governance and rights exclusivity. On this basis, this paper deduces a paradigm of economics theory of “property control-public area-rent dissipation”. This paradigm argues that the placement of resources in the public domain as a result of property control will eventually bring the value of the rentals to a marginal decrease to zero. Dissipation of rent is the result of an unproductive activity and therefore has a negative impact on the level of total economic output.
