在过去30年中我国的干部人事制度在制度化、科学化和民主化建设方面取得了重大进展,形成了以国家公务员制度为核心的干部人事制度体系,以干部分类管理为重点的科学管理体系,以增大民主性为目标的干部选拔体系。本文在系统回顾30年改革的基础上,总结了我国干部人事制度所取得的成就和经验,提出未来的改革应更注重民主化建设,同时进一步推进科学化,实现从制度化到法制化的转变。
In the past 30 years, the cadre and personnel system in our country has made significant progress in institutionalizing, scientifically and democratizing the formation of a cadre and personnel system centered on the state civil service system and a scientific management system focusing on cadastral management , To increase the democracy as the goal of cadre selection system. Based on the systematic review of the 30-year reform, this paper summarizes the achievements and experiences of the cadre and personnel system in our country, points out that the future reform should pay more attention to the construction of democratization and at the same time further promote the scientificization and the transformation from institutionalization to legalization .
