20世纪50年代后,加拿大积极参加针对发展中国家的国际经济合作与援助行动。在其“中等大国”意识、多边外交理念、英联邦政策以及冷战安全等多种因素的推动下,加拿大参与发起科伦坡计划,并对南亚和东南亚实施资本、技术以及教育和人力培训等援助计划。这一定程度上推动了南亚和东南亚地区的经济发展合作,密切了加拿大与该地区受援国之间的关系。
Since the 1950s, Canada has actively participated in international economic cooperation and assistance aimed at developing countries. Canada is participating in the launch of the Colombo Plan and its assistance in South Asia and Southeast Asia in capital, technology and education and manpower training, driven by many factors such as its awareness of “medium-sized power”, multilateral diplomacy, Commonwealth policies and security in the Cold War plan. This has to some extent promoted the economic development cooperation in South Asia and Southeast Asia and closely linked Canada with the recipient countries in the region.
