青海是经济基础薄弱、市场发育程度较低的欠发达省份,长期以来政府投入有限,城乡公共服务供给矛盾十分突出。为了主动适应新常态要求,满足城乡广大人民群众日益增长的公共服务需求,青海省从2014年启动政府向社会力量购买公共服务工作,在养老服务、城乡劳动力技能培训、食品药品安全协管、基本公共卫生服务、大病医疗保险经办、残疾人服务等方面做了积极探
Qinghai is an underdeveloped province with a weak economic foundation and a low degree of market development. For a long time, the government has limited investment and the contradiction between the supply of urban and rural public services is very prominent. In order to proactively adapt to the requirements of the new normal and meet the growing public service demand of the broad masses of people in both urban and rural areas, Qinghai Province started the government’s effort to purchase public services from social forces in 2014. In terms of pension services, skills training for urban and rural labor, food and drug safety control, Public health services, medical treatment for serious illness, disabled persons and other aspects of services have been actively explored
