自党的十五届五中全会提出把国民经济和社会信息化作为覆盖现代化建设全局的一个大战略以来 ,学术界对此的研讨日渐增多。纵观大量的文献 ,主要是从国民经济结构调整的角度进行阐发的。本文认为 ,信息技术革命作为人类进入工业文明以后的第三次技术革命 ,信息化作为当今世界经济科技发展的一个大趋势 ,事实上在经济科技乃至社会生活各个领域都强有力地支持着人类的现代化历史进程。对于中国 ,国民经济信息化的意义不仅仅是对于经济结构战略性调整的促进与推动 ,更为主要的是它正改变着我国现代化建设特别是现代化建设第三步战略目标的进程 ,从而将勾画出中国现代化进程的新轨迹、新路径。本文还对与此相关的几个问题提出了自己的看法 Since the Fifth Plenary Session of the 15th CPC Central Committee put forward the proposal of using national economy and social informatization as a grand strategy to cover the overall situation of the modernization drive, there has been a growing number of academic discussions on this issue.
