1984年国务院提出“贷款修路、收费还贷”政策。通过收取车辆通行费扣除必要的养护和管理费后用来还本付息。收费公路政策带来建设资金的同时,也带来了日益沉重的债务负担。如何化解交通建设债务风险亟待探讨对策,本文在对某省交通系统债务风险进行分析的基础上,提出了强化交通债务管理的对策建议。
In 1984, the State Council put forward the “Loans for Road Repairing, Paying for Loans” policy. Through the collection of vehicle tolls deducted the necessary maintenance and management fees for the repayment of principal and interest. While the toll road policy has brought construction funds, it has also brought an increasingly heavy debt burden. How to resolve the debt construction risk in transportation construction urgently needs to be discussed. Based on the analysis of the debt risk in a certain transportation system in a province, this paper puts forward some suggestions on how to strengthen the management of transportation debt.
