目前,军办企业普遍存在着投资主体单一,军企权责不分,机制僵化,效益差等问题。解决这些问题,唯一的出路在于从根本上改制。在改制过程中,应注重把地方改制的经验做法与军办企业的实际结合起来。坚持因企改制、重点突破、效益配套、稳妥推进的原则。采取股份制、股份合作制、资产重组、组建地区和行业集团等方法,并制定相应的配套政策,使军办企业逐步形成以地区性企业集团为基础、以行业性集团为支柱、以中小企业为补充的生产经营新格局。
At present, there are common problems in the military-run enterprises such as single investment subject, unequal power and responsibility of military and industrial enterprises, rigid mechanism and poor efficiency.
