杜鲁门总统在1950年9月11日批准的美国国家安全委员会第81/1号文件(以下简称NSC81/1),确定了美国在朝鲜战争中的“北进”战略原则,在美国东亚遏制战略、美国对朝鲜政策的演变进程中占有重要地位。在80年代以前,因其尚未解密,学术界难以利用它来进行研究。80年代以来的研究,在怎样认识NSC81/1的来源、特点、地位诸多方面仍然有许多分歧。本文试抒浅见,以求教于方家。
U.S. National Security Council Decree 81/1 (hereinafter referred to as NSC81 / 1), approved by President Truman on September 11, 1950, confirmed the U.S. “North Going” strategic principle in the Korean War, contained a strategy to contain the United States in East Asia, The United States occupies an important position in the evolution of North Korea’s policy. Before the 1980s, because it had not been decrypted, it was difficult for academia to use it for research. Since the 1980s, there are still many differences on how to understand the origin, characteristics and status of NSC81 / 1. This article try to express humble opinion, in order to teach in the square.
