I. INTRODUCTION At the end of 2004, Google announced the launch of a huge digitization program for books. If implemented successfully, it will greatly change the ways and means for people to read books and acquire knowledge. However, the program’s scans and exhibitions on copyright works are quite challenged by copyright holders. The plan was launched shortly after litigation and was frequently subjected to protests and litigation by the global press community. In China, the Google Digital Library’s unauthorized access to 17,922 Chinese works by 570 Chinese authors illegally scanned the Internet and caused an outrage among Chinese writers. November 18, 2009
