Since the establishment of the German Health Economic Centers in 2008, the German Health Economic Centers have conducted a comprehensive study on various aspects of the health care system and come to many valuable conclusions so that they can provide reference for German policymakers. First, in the financing of health insurance, although Germany has established a set of morbidity-based medical insurance system, but the government is underinvested, the cost of copay is high and the corresponding incentive mechanism is lacking, it is suggested to adjust the risk by adding variable factors.
